Economic activity and grants
Recently, citizens of Iceland have opposed to the State for take over the debts of the bankrupcy banks. Regardless of whether we agree or not with them and the real impact that this decision may have on Iceland, given the global interrelationships, the fact I brings me up the importance of grant and aids in Spain (in fact, it is quite similar en other countries).
It is no doubt about the importance of supporting citizens and companies with State resources. I am of the opinion that neither the citizens should see limited their access to different opportunities that are offered (access to training, business creation, housing, etc) and companies must not be unattend when they can create progress and employment with new ideas, giving support for it (innovation, exporting, environmental impact, etc).
We do not share how to support ones and another, always with a loss or shift of resources among individuals (natural or legal persons), or what is the same, with the greatest effort of one of them a front others. We should not forget that state resources are our resources, all resources, which usually comes from taxes.

1) The support of the state (government) to individuals and firms should be refundable once the individual earn from them. For example, a student who receives a scholarship, must refund it once he/she starts its work (has to be stablish the mechanisms for it). A company that receives a grant for innovation in new product should return it once the project generates the expected resources (has to be stablish the mechanisms for it)
2) The finance support may not lead to negative future performance, becouse the individuals (physical or legal) are responsible and can not bear to other individuals somewhat that it is unlikely . For example, university student have to complete their studies, if not, they should refund the resource immediately and receives a penalty from the State. The company requesting assistance for innovation in new product has to put that product on the market, if not, should be penalized and resources refunded to the State immediately.
3) The feedback mechanism should be flexible and without financial cost, except for a penalty.
From an overall perspective of this system has significant social and economic impact:
1) It makes individuals more socially responsible and ethically committed
2) Avoid the not responsable use of grant.
3) The easy use of grant and aid would be reduced and therefore the State debt. Keep in mind that it is not repayable aid, if not a long-term loan with interest rate 0.
We should probably also talk about who and how to control this.
